Based on the analysis of the results and recommendations from the main strategic planning documents for cartographic and geodetic activities, the degree of accuracy of their content and achieved results have been determined. The authors carefully considered the state program “National spatial data system”, which is currently the main document for strategic development of the national spatial data management system. It should be noted that the goals and objectives set by this program do not fully meet modern needs of government agencies, municipalities, businesses, and sectors of the economy for spatial data. It has been revealed that one of the main objectives of this document is to “achieve digital maturity in the field of state cadastral registration of immovable property and state registration of rights to such property”. However, there is currently no information in the state program regarding the “digital maturity” of spatial data or its management system. Furthermore, achieving the planned results by 2030 will not create the necessary conditions for the successful implementation of a modern domestic system for managing spatial data. As a result of authors’ analysis, it has been identified a limited level of goal-setting in existing strategic documents that mainly focus on the development of the land cadaster and accounting and registration activities, as well as the organization of complex cadastral work. A set of problems has been identified that hinder the development of cartographic and geodetic activities and the construction of a modern spatial data management system. The priority areas for strategic development of this system have also been identified. It is assumed that the implementation of interrelated organizational, scientific, technical, and technological directions will be an initial and necessary step in the development of a national spatial data management system.
